Recommended Length of a Scientific Article:

  • From 7 to 10 pages (excluding references, tables, charts, and figures).
    If your article exceeds this length, it is recommended to divide it into several articles, each with its own scientific value.
  • The article must be formatted using the official Template, following the specified formatting parameters (fonts, font size, spacing, margins, tabular system for metadata and bibliography input).

Please attach a Publication Request (for a single author and for a group of authors) along with your article. Please also review the License Agreement.

The journal strictly adheres to the IMRAD structure.

Sections "Introduction" and "Conclusions" must not be divided into subsections.

Use the main keywords of the article topic for concise and informative titles.
Limit the title to 13–15 words (including conjunctions).

Include initials and last name, affiliation (up to 3 organizations per author), city, and country.

Affiliations should follow the standardized format used in citation databases.
After the organization’s name, include the city and country.

Keywords
Main rules for selecting keywords:

  • Use basic terms instead of overly specialized ones.
  • Avoid complex or lengthy phrases (no more than 3 words per keyword).
  • Do not use quotation marks, apostrophes, or commas.

Abstract
The abstract should briefly describe:

  • The purpose of the study
  • Research methods
  • Main results

Length of the abstract: 150–200 words

Article Structure

1. INTRODUCTION

The introduction defines the relevance of the research and the significance of the article. It should include:

  • a brief statement of the research goal, topic, and field of application;
  • a literature review that outlines general research trends in the chosen field, existing conflicts in theory, methodology, practice, or research findings, and research gaps or underexplored areas in scientific schools;
  • an outlook for future development of the topic;
  • the author's standpoint;
  • justification of the study’s relevance.

For theoretical research, describe the specific methodology used to obtain the results (not general theory, but concrete methods applicable to this article).
For
 experimental research, provide a detailed account of the experiment, techniques and equipment used, and the research objects involved.

 

2. MATERIALS AND METHODS

This section usually poses no difficulty for authors who have conducted thorough research.
Provide a detailed report of the study: describe the procedures, instruments, and devices used, as well as the volume of data collected. Include the statistical and mathematical techniques employed to analyze and summarize the data.
It is important that the data be valid and the methods properly described. This allows reviewers and future researchers to reproduce your study.

 

3. RESULTS

  • As in the Introduction, avoid general or vague phrasing.
  • The results must correspond to the stated objectives of the article.
  • Clearly articulate the conclusion, idea, concept, or method that the author arrived at during the research.

Important: Minimize the use of external sources. Focus on your own observations and results.

 

4. DISCUSSION OF RESULTS

The Discussion section should address the following:

  • Which facts (or methods) the author agrees or disagrees with, and why. Disagreements must be supported by results of your own methods, with comparative analysis of facts/methods and descriptions of similarities and differences;
  • Any limitations faced by the study or the research field as a whole;
  • The future research prospects on the topic;
  • Comparisons of various methods (if relevant);
  • Comparisons between your results and those of similar studies.

 

5. CONCLUSIONS

The main goal of this section is to summarize the findings.
State the practical and scientific significance of the research and its potential areas of application.

 

ACKNOWLEDGMENTS

This brief section is used to thank institutions and/or individuals who made significant contributions to the research described in the article.
Typically, this may include funding agencies, laboratories providing materials, or individuals who offered guidance, assisted in data collection or analysis, or contributed in other ways.
Here you should also include details about grants (e.g., Russian Science Foundation grants).

 

REFERENCES

  • Number all cited sources consecutively.
  • Start each reference on a new line.
  • List references in the order they are cited in the text.
  • For Russian-language versions, follow the GOST R 7.0.5–2008 national standard.
  • For English-language versions, use the Vancouver style (“Imperial College Vancouver” format).
  • Apply BSI transliteration (British Standards Institution); a useful tool is available at translit.ru.
  • Before transliterating author names, check how they are listed in Scopus, Web of Science, ResearcherID, or ORCID profiles.
  • A minimum of 10 references indexed in citation databases is recommended.

The following sources should not be cited in scientific articles:

Each scientific article must include the following for every author:

Bibliography

General Guidelines

  1. Bold font is used to highlight specifics of bibliographic styles; bold font is not required in the article itself.
  2. Foreign literature in the Bibliography of the Russian version should be formatted according to GOST R 7.0.5–2008.
  3. Russian literature in the Bibliography of the English version should be formatted in the Vancouver style.
  4. Acceptable languages for bibliographic entries are Russian and English. If the source is in any other language, it should be cited in English, with the original language of the manuscript indicated in parentheses at the end of the bibliographic entry, e.g., (In German).

  1. General Provisions
    1.1. The journal Izvestiya Vuzov "Geodesy and Aerophotography" strictly adheres to the principles of publication ethics outlined in the Code of Ethics for Scientific Publications (COPE – Committee on Publication Ethics).
    1.2. The editorial board monitors the publication process to prevent plagiarism, self-plagiarism, and the submission of false information to avoid unethical practices. The selection and editing of submitted materials are conducted thoroughly to ensure high-quality scientific publications and public recognition of scientific achievements.
    1.3. The adherence to ethical standards and principles is required not only from the editorial board members and reviewers but also from the authors themselves.
    1.4. The editorial board reserves the right to reject the publication of materials that violate ethical guidelines, informing the author in writing or electronically with reasons for rejection.
  2. Principles of Professional Ethics for Editors/Publishers
    Editors and publishers are responsible for ensuring the accurate publication of authors' works. They must adhere to the following core principles:
    2.1. Ensure the reliability and scientific significance of the data presented by the author(s) and assess the originality of the submitted work.
    2.2. Evaluate manuscripts regardless of the race, gender, religion, nationality, citizenship, social status, or political preferences of the authors.
    2.3. Do not use unpublished data obtained from submitted manuscripts for personal use or transfer such data to third parties without the author's written consent.
    2.4. Maintain confidentiality regarding information or ideas obtained during the editing process and refrain from using this information for personal gain.
    2.5. Do not accept for publication materials if there is sufficient reason to believe they are plagiarized.
    2.6. Respond to any claims related to reviewed manuscripts or published materials, and take all necessary actions to resolve conflicts of interest.
  3. Principles of Professional Ethics for Reviewers
    Reviewers are required to:
    3.1. Treat the manuscript under review as confidential, and not disclose or discuss it with unauthorized third parties.
    3.2. Provide an objective and reasoned evaluation of the research findings. Personal criticism of the author is unacceptable.
    3.3. Refrain from using unpublished materials obtained through the review process for personal purposes.
    3.4. Notify the editor if they lack the necessary qualifications to review the manuscript or have a conflict of interest, requesting to be excluded from the review process.
  4. Principles of Professional Ethics for Authors
    Authors should:
    4.1. Provide accurate results from their research. Deliberately false or fabricated statements are unacceptable.
    4.2. Ensure the originality of the research results. Borrowed excerpts or statements should be properly cited, with the author's and source's name. Plagiarism in any form, including uncited quotes, paraphrasing, or claiming others' research as one's own, is not allowed.
    4.3. Acknowledge the contributions of all individuals who played a role in the research, citing relevant works that influenced the study.
    4.4. Not submit a manuscript to the journal that has been submitted to another journal or is under consideration elsewhere, nor submit an article already published in another journal.
    4.5. Include all individuals who made significant contributions to the research in the article's authorship, and do not include individuals who did not contribute.
    4.6. Immediately notify the editorial board if significant errors or inaccuracies are discovered in the manuscript during the review process or after its publication.
  5. Consequences of Violating Publication Ethics
    The editorial board will impose sanctions for violations of publication ethics:
    5.1. Large-scale borrowing without proper citation will result in the article being rejected from publication, and the author will be banned from publishing in the journal for four years.
    5.2. Providing false information regarding a manuscript's submission status, such as submitting the same article to multiple journals, will result in retraction if the article is published, and a two-year publication ban for the author if detected before publication.
    5.3. Inappropriate communication with editorial staff or deliberate attempts to escalate conflicts will lead to the author being blacklisted.
    5.4. Negligence that affects the peer review or publication process will result in a one-year publication ban.

Ethical Rules

  • Authors must strictly follow the journal’s ethics and editorial policy.
  • The same author may publish in the journal with a minimum interval of two issues.
  • The submitted article must not have been published in any other journal or in any other language.
  • The article must not currently be under review or submitted to another journal.
  • The article must be at least 85% original, and translated plagiarism is strictly prohibited.
  • The article must not contain unlawful borrowings or excessive self-citation (no more than 10% of all bibliography sources).

Subject and Article Type

  • The article must correspond to the thematic sections of the journal Proceedings of Higher Educational Institutions: Geodesy and Aerial Photography.
  • Submitted articles must be theoretical, experimental, or applied in nature.

Article Criteria

  • The article must be informative (not superficial or vague), substantial (objectives, methodology, results), logically structured, novel, original, and well-founded.
  • It must include a review of relevant research from domestic and international scientific citation databases: RSCI, RSCI Core, Scopus, and Web of Science.

Documentation

  • If the article is submitted for the purpose of obtaining an academic degree (Candidate or Doctor of Sciences) or the authors are affiliated with design bureaus, research institutes, or other institutions, the article must be accompanied by a clearance certificate from the affiliated organization permitting publication in open access.
  • The Copyright Agreement is signed after a positive decision is made on publication (form provided by the editorial board).
  • Review statements are issued on official journal letterhead without disclosing reviewer identities.
  • Upon acceptance of an article, the editorial office issues a certificate confirming the article’s inclusion in a specific volume and issue.

Article Formatting

  • The article must be formatted according to the journal’s template, including data entry tables and text structure.
  • It must adhere to the required structure and formatting (font type and size) according to the template.
  • Files must be submitted in Microsoft Word format (*.doc or *.docx).
  • Graphics and formulas must be formatted in accordance with the journal’s guidelines.

Editorial Board and Peer Review

The journal adheres to a peer-review process, ensuring that every submitted article undergoes rigorous evaluation by experts in the field. The editorial board is composed of renowned scientists, researchers, and practitioners from both Russian and international institutions.

Peer Review

Stages

Geodesy and Aerial Photography is a peer-reviewed journal, and all submitted manuscripts undergo the following stages of evaluation:

  1. Editorial Review
    The editor assesses whether the submission meets the formal and content-related requirements. If issues are identified, the article is returned to the author with comments and a deadline for resubmission after revision.
  2. Review by the Editorial Board
    Articles that pass Stage 1 are reviewed in detail by the Editorial Board and the Editorial Council for research relevance, clarity of presentation, and the appropriateness of the topic for the journal.
  3. Expert Peer Review
    The journal uses a double-blind peer review process conducted by leading experts in the respective fields.
    All reviewers are recognized specialists in the journal's subject areas and have published on the topic within the past four years.
    As the journal publishes content simultaneously in Russian and English, submissions may be in either language.
    Accordingly, reviewers proficient in the relevant language are assigned.

Reviews are completed using a special editorial review form.

 

Possible Review Outcomes

  • The article is recommended for publication subject to revision (without re-review)

Peer Review Procedure

  • Initial Review
    Two independent reviewers are assigned (within 30 working days).
    Anonymous reviews are sent to the author for revision if required.
    If one review is positive and the other is negative, a third expert is invited or the Editorial Board makes a final decision.

    If both reviews are negative, the article is rejected.
  • Re-review
    Takes at least 30 working days. The revised manuscript, taking reviewers’ comments into account, is sent back for further evaluation.

Article Retraction

The retraction of articles for well-founded and important reasons is a legal and recognized practice in the publishing world.

Articles that violate established publishing standards, norms, and international conventions—those containing unreliable information, a high percentage of plagiarism (including translated plagiarism), or multiple publications in whole or in part—will be withdrawn from the journal.

In the case of a breach of publication ethics, the editorial board issues a formal decision on article retraction, recorded in the minutes of the meeting. Information on the retraction will be published in the journal’s archive, submitted to the Ethics Council (Association of Scientific Editors and Publishers—ASEP), and included in the retracted articles database. The retraction will also be documented in all libraries and databases where the journal is indexed and archived, including an official note of the date and reason for retraction.

Printed copies of the magazine are sent to the Russian State Library and the Russian Book Chamber (a branch of ITAR-TASS).

Prospects and risks of litigation in general jurisdiction courts related to Article 1257 of the Civil Code.
The author of a work of science, literature, or art is recognized as the individual whose creative labor resulted in its creation. A person named as the author on the original or a copy of the work, or otherwise identified in accordance with paragraph 1 of Article 1300 of the Civil Code, is presumed to be the author unless proven otherwise.

Regulations

  1. Non-exclusive rights to use materials from the journal Proceedings of Higher Education Institutions: Geodesy and Aerial Photography belong to the Federal State Budgetary Educational Institution of Higher Education "Moscow State University of Geodesy and Cartography" (MIIGAiK), as the journal’s founder and publisher.
  2. The copyright agreement is signed during the proofreading stage. The editorial office provides the contract form.
  3. Full or partial reproduction of materials is only permitted with a citation of the journal’s bibliographic data and the mandatory indication of the rightsholder and the authors' names. When creating new material based on articles previously published in Geodesy and Aerial Photography, or translating excerpts for citation, sources must be properly cited and included in the references list.
  4. The editorial office of Proceedings of Higher Education Institutions: Geodesy and Aerial Photography is committed to upholding the copyright of authors whose works are accepted for publication, and takes adequate measures to comply with copyright law and protect the rights of contributors.
  5. By submitting an article, the author agrees to observe copyright law, respect the rights of third parties, and guarantees that the material is original and that its publication does not violate any rights, including copyright.
  6. The editorial board may verify originality using the Antiplagiat.VUZ system and will notify the author of the results. Manuscripts must have a minimum originality score of 80%. Unattributed copied text is not permitted.
  7. Authors may transfer publication rights to the journal’s publisher only via a copyright agreement. Under this agreement, the publisher provides Open Access publication for all articles on the journal's website.

Conflict of Interest

1. General Provisions

1.1. Public trust in the peer review process and the credibility of published materials depend in part on how successfully conflicts of interest are managed during interactions between the author and the journal editorial team—specifically during submission, peer review, and editorial decision-making.
1.2. A conflict of interest may arise when an author (or the organization represented by the author), reviewer, or editorial board member has financial, scientific, or personal relationships that inappropriately influence their actions. Such relationships are referred to as dual commitments, competing interests, or competing loyalties.
1.3. Violations of publication ethics may also result in conflicts of interest for all parties involved in the publication process. To prevent conflicts of interest, and in accordance with the journal’s ethical standards, the following responsibilities are assigned to each party.
1.4. The editorial office undertakes not to distort the text, the author's personal data, academic degree, academic title, or other information provided by the author to the journal.
1.5. Articles and research materials for which a conflict of interest arises will not be published. If a conflict arises during the preparation of material for publication, the editorial board will take appropriate measures to resolve it.
1.6. If the author does not submit a statement regarding potential conflicts of interest, the editorial board will assume that the author acknowledges no such conflict exists.

2. Responsibilities of the Author

2.1. Guarantee that the submitted manuscript has not been provided to other media outlets and has not been published previously;
2.2. Familiarize themselves with the Instructions for Authors on the journal’s website and make any necessary revisions to the submitted manuscript;
2.3. Submit the article online via the journal's website;
2.4. Complete and sign the copyright agreement after receiving editorial approval for publication.

3. Responsibilities of the Editor

3.1. Submit the article for review by editorial board members and external reviewers;
3.2. Transfer the article to another editorial board member if a conflict of interest with the author exists for the originally assigned editor;
3.3. Request information from all parties involved in the publication process regarding any potential competing interests, especially if the review process proceeds in an unusual manner.

4. Responsibilities of the Reviewer

4.1. Notify the Editor-in-Chief of any conflict of interest (dual commitments, competing interests) and may independently decline to review the manuscript if the conflict cannot be resolved in a positive and impartial manner, particularly if it could affect the objectivity of the review.

Since its founding in 1957, the journal has maintained a leading position in scientific and educational publishing, recognized for its accuracy, academic competence, and promotion of interdisciplinary cooperation and broad partnership for more effective outcomes.

History of the Journal

From the directive letter of the Ministry of Higher Education of the USSR August 20, 1957 "Bulletin of the Ministry of Higher Education of the USSR", 1957, No. 17

The journal Geodesy and Aerial Photography belongs to the legendary series Izvestiya of Higher Educational Institutions.
In accordance with decisions by government authorities and the order of the Minister of Higher Education of the USSR No. 787 dated July 31, 1957, the Ministry began publishing Scientific Reports of Higher Education and Izvestiya of Higher Educational Institutions of the Ministry of Higher Education of the USSR...
... Through Izvestiya, the exchange of scientific knowledge between universities, industrial enterprises, research and design institutes was to be facilitated...

In 1957, the Ministry of Higher and Secondary Specialized Education of the USSR, following a government resolution, launched a series of scientific journals titled Izvestiya of Higher Educational Institutions. The publication Geodesy and Aerophotosurveying was entrusted to the Moscow Institute of Engineers in Geodesy, Aerial Photography and Cartography (now MIIGAiK – Moscow State University of Geodesy and Cartography), under the leadership of Prof. Petr S. Zakatov, Doctor of Technical Sciences — a renowned geodesist whose work laid the foundation for modern geodetic science and practice in the USSR.

The journal was given a nationally important mission: to disseminate scientific research and professional expertise in geodesy, optics, cartography, geoinformatics, remote sensing of the Earth, land management, photogrammetry, and cadastre.

From 1988 to 1991, the journal was officially established under the USSR State Committee for Public Education. It was registered with the USSR State Committee for Publishing (Certificate No. 743, October 26, 1990).

The first Editor-in-Chief was Prof. Abram I. Mazmishvili, Doctor of Technical Sciences; Deputy Editor-in-Chief — V.I. Avgevich. The founding editorial board included such esteemed MIIGAiK scholars as N.Y. Bobyr, M.N. Volkov, S.V. Eliseev, P.S. Zakatov, G.P. Levchuk, V.A. Magnitsky, N.I. Modrinsky, M.D. Solovyov, B.V. Fefilov, P.F. Shokin and others.

Standardization & Indexing
In accordance with the Order of the Chairman of the USSR State Committee for Publishing (Goskomizdat) No. 183 dated May 4, 1978, and the CMEA Standard No. 175–75, the journal was assigned the ISSN:

English-Language Translation Edition

1962–1972 / 2021–present

From 1962 to 1972, the journal was published in English under the title Geodesy and Aerophotography, translated by Scripta Technica, Inc. for the American Geophysical Union in Washington, D.C.

Print copies of the translated journal were widely distributed across the United States and Commonwealth countries, and are still preserved in national and university libraries, including:

  • University of Tennessee
  • Stanford University
  • National Library of Australia

The Stanford Auxiliary Library (SAL3) also houses earlier and subsequent issues under titles such as Geodesy and Cartography and Geodesy, Mapping, and Photogrammetry.
As of 2009, these editions have been digitized and are actively cited in major international databases such as Mathematical ReviewsChemical Abstracts, and GeoRef.

Since December 2021, the journal has resumed publication in both Russian and full-text English versions, reaffirming its international scientific status and welcoming contributions from researchers around the world.

Currently, the Editorial Board includes academicians of the Russian Academy of Sciences, leading scientists from the Moscow State University of Geodesy and Cartography (MIIGAiK), the Siberian State University of Geosystems and Technologies, the University of Architecture, Civil Engineering and Geodesy in Sofia, the Neubrandenburg University of Applied Sciences, the Czech Research Institute of Geodesy and Applied Sciences, the Institute of Planetary Research at the German Aerospace Center, and others.

"Geodesy and Aerophotosurveying" is essentially the only peer-reviewed scientific journal in Russia that publishes articles on fundamental, applied, and experimental research in geodesy, cartography, optoelectronic instrumentation, space science and technology — conducted at universities, research institutes, design bureaus, and industry enterprises.

The editorial office adheres to ethical standards, maintaining the confidentiality of personal and scientific information in the manuscript prior to its publication.

Reviews are stored in the publishing house and the journal’s editorial office for at least five years.

The final decision on the publication of an article is made by the Editorial Board based on the peer review results.

Recommended Length of a Scientific Article:

  • From 7 to 10 pages (excluding references, tables, charts, and figures).
    If your article exceeds this length, it is recommended to divide it into several articles, each with its own scientific value.

Article Structure

1. INTRODUCTION

The introduction defines the relevance of the research and the significance of the article. It should include:

  • a brief statement of the research goal, topic, and field of application;
  • a literature review that outlines general research trends in the chosen field, existing conflicts in theory, methodology, practice, or research findings, and research gaps or underexplored areas in scientific schools;
  • an outlook for future development of the topic;
  • the author's standpoint;
  • justification of the study’s relevance.

For theoretical research, describe the specific methodology used to obtain the results (not general theory, but concrete methods applicable to this article).
For
 experimental research, provide a detailed account of the experiment, techniques and equipment used, and the research objects involved.

 

2. MATERIALS AND METHODS

This section usually poses no difficulty for authors who have conducted thorough research.
Provide a detailed report of the study: describe the procedures, instruments, and devices used, as well as the volume of data collected. Include the statistical and mathematical techniques employed to analyze and summarize the data.
It is important that the data be valid and the methods properly described. This allows reviewers and future researchers to reproduce your study.

 

3. RESULTS

  • As in the Introduction, avoid general or vague phrasing.
  • The results must correspond to the stated objectives of the article.
  • Clearly articulate the conclusion, idea, concept, or method that the author arrived at during the research.

Important: Minimize the use of external sources. Focus on your own observations and results.

 

4. DISCUSSION OF RESULTS

The Discussion section should address the following:

  • Which facts (or methods) the author agrees or disagrees with, and why. Disagreements must be supported by results of your own methods, with comparative analysis of facts/methods and descriptions of similarities and differences;
  • Any limitations faced by the study or the research field as a whole;
  • The future research prospects on the topic;
  • Comparisons of various methods (if relevant);
  • Comparisons between your results and those of similar studies.

 

5. CONCLUSIONS

The main goal of this section is to summarize the findings.
State the practical and scientific significance of the research and its potential areas of application.

 

ACKNOWLEDGMENTS

This brief section is used to thank institutions and/or individuals who made significant contributions to the research described in the article.
Typically, this may include funding agencies, laboratories providing materials, or individuals who offered guidance, assisted in data collection or analysis, or contributed in other ways.
Here you should also include details about grants (e.g., Russian Science Foundation grants).

  • Number all cited sources consecutively.
  • Start each reference on a new line.
  • List references in the order they are cited in the text.
  • For Russian-language versions, follow the GOST R 7.0.5–2008 national standard.

    1.3. The adherence to ethical standards and principles is required not only from the editorial board members and reviewers but also from the authors themselves.
    1.4. The editorial board reserves the right to reject the publication of materials that violate ethical guidelines, informing the author in writing or electronically with reasons for rejection.
  2. Principles of Professional Ethics for Editors/Publishers
    Editors and publishers are responsible for ensuring the accurate publication of authors' works. They must adhere to the following core principles:
    2.1. Ensure the reliability and scientific significance of the data presented by the author(s) and assess the originality of the submitted work.
    2.2. Evaluate manuscripts regardless of the race, gender, religion, nationality, citizenship, social status, or political preferences of the authors.

  3. Principles of Professional Ethics for Reviewers
    Reviewers are required to:
    3.1. Treat the manuscript under review as confidential, and not disclose or discuss it with unauthorized third parties.
    3.2. Provide an objective and reasoned evaluation of the research findings. Personal criticism of the author is unacceptable.
    3.3. Refrain from using unpublished materials obtained through the review process for personal purposes.
    3.4. Notify the editor if they lack the necessary qualifications to review the manuscript or have a conflict of interest, requesting to be excluded from the review process.
  4. Principles of Professional Ethics for Authors
    Authors should:
    4.1. Provide accurate results from their research. Deliberately false or fabricated statements are unacceptable.
    4.2. Ensure the originality of the research results. Borrowed excerpts or statements should be properly cited, with the author's and source's name. Plagiarism in any form, including uncited quotes, paraphrasing, or claiming others' research as one's own, is not allowed.
    4.3. Acknowledge the contributions of all individuals who played a role in the research, citing relevant works that influenced the study.
    4.4. Not submit a manuscript to the journal that has been submitted to another journal or is under consideration elsewhere, nor submit an article already published in another journal.
    4.5. Include all individuals who made significant contributions to the research in the article's authorship, and do not include individuals who did not contribute.
    4.6. Immediately notify the editorial board if significant errors or inaccuracies are discovered in the manuscript during the review process or after its publication.
  5. Consequences of Violating Publication Ethics
    The editorial board will impose sanctions for violations of publication ethics:
    5.1. Large-scale borrowing without proper citation will result in the article being rejected from publication, and the author will be banned from publishing in the journal for four years.
    5.2. Providing false information regarding a manuscript's submission status, such as submitting the same article to multiple journals, will result in retraction if the article is published, and a two-year publication ban for the author if detected before publication.
    5.3. Inappropriate communication with editorial staff or deliberate attempts to escalate conflicts will lead to the author being blacklisted.
    5.4. Negligence that affects the peer review or publication process will result in a one-year publication ban.

Ethical Rules

  • Authors must strictly follow the journal’s ethics and editorial policy.
  • The same author may publish in the journal with a minimum interval of two issues.
  • The submitted article must not have been published in any other journal or in any other language.
  • The article must not currently be under review or submitted to another journal.
  • The article must be at least 85% original, and translated plagiarism is strictly prohibited.
  • The article must not contain unlawful borrowings or excessive self-citation (no more than 10% of all bibliography sources).

Subject and Article Type

  • The article must correspond to the thematic sections of the journal Proceedings of Higher Educational Institutions: Geodesy and Aerial Photography.
  • Submitted articles must be theoretical, experimental, or applied in nature.

Article Criteria

  • The article must be informative (not superficial or vague), substantial (objectives, methodology, results), logically structured, novel, original, and well-founded.
  • It must include a review of relevant research from domestic and international scientific citation databases: RSCI, RSCI Core, Scopus, and Web of Science.

Documentation

  • If the article is submitted for the purpose of obtaining an academic degree (Candidate or Doctor of Sciences) or the authors are affiliated with design bureaus, research institutes, or other institutions, the article must be accompanied by a clearance certificate from the affiliated organization permitting publication in open access.
  • The Copyright Agreement is signed after a positive decision is made on publication (form provided by the editorial board).
  • Review statements are issued on official journal letterhead without disclosing reviewer identities.
  • Upon acceptance of an article, the editorial office issues a certificate confirming the article’s inclusion in a specific volume and issue.

Editorial Board and Peer Review

The journal adheres to a peer-review process, ensuring that every submitted article undergoes rigorous evaluation by experts in the field. The editorial board is composed of renowned scientists, researchers, and practitioners from both Russian and international institutions.

Peer Review

Stages

Geodesy and Aerial Photography is a peer-reviewed journal, and all submitted manuscripts undergo the following stages of evaluation:

  1. Editorial Review
    The editor assesses whether the submission meets the formal and content-related requirements. If issues are identified, the article is returned to the author with comments and a deadline for resubmission after revision.
  2. Review by the Editorial Board
    Articles that pass Stage 1 are reviewed in detail by the Editorial Board and the Editorial Council for research relevance, clarity of presentation, and the appropriateness of the topic for the journal.
  3. Expert Peer Review
    The journal uses a double-blind peer review process conducted by leading experts in the respective fields.
    All reviewers are recognized specialists in the journal's subject areas and have published on the topic within the past four years.
    As the journal publishes content simultaneously in Russian and English, submissions may be in either language.
    Accordingly, reviewers proficient in the relevant language are assigned.

Reviews are completed using a special editorial review form.

 

Possible Review Outcomes

  • The article is recommended for publication without revision
  • The article is recommended for publication subject to revision (without re-review)
  • The article is recommended for publication subject to revision and re-review
  • The article is not recommended for publication

 

Peer Review Procedure

  • Initial Review
    Two independent reviewers are assigned (within 30 working days).
    Anonymous reviews are sent to the author for revision if required.
    If one review is positive and the other is negative, a third expert is invited or the Editorial Board makes a final decision.

    If both reviews are negative, the article is rejected.
  • Re-review
    Takes at least 30 working days. The revised manuscript, taking reviewers’ comments into account, is sent back for further evaluation.

Article Retraction

The retraction of articles for well-founded and important reasons is a legal and recognized practice in the publishing world.

Articles that violate established publishing standards, norms, and international conventions—those containing unreliable information, a high percentage of plagiarism (including translated plagiarism), or multiple publications in whole or in part—will be withdrawn from the journal.

In the case of a breach of publication ethics, the editorial board issues a formal decision on article retraction, recorded in the minutes of the meeting. Information on the retraction will be published in the journal’s archive, submitted to the Ethics Council (Association of Scientific Editors and Publishers—ASEP), and included in the retracted articles database. The retraction will also be documented in all libraries and databases where the journal is indexed and archived, including an official note of the date and reason for retraction.

Articles are published free of charge.

Printed copies of the magazine are sent to the Russian State Library and the Russian Book Chamber (a branch of ITAR-TASS).

Prospects and risks of litigation in general jurisdiction courts related to Article 1257 of the Civil Code.
The author of a work of science, literature, or art is recognized as the individual whose creative labor resulted in its creation. A person named as the author on the original or a copy of the work, or otherwise identified in accordance with paragraph 1 of Article 1300 of the Civil Code, is presumed to be the author unless proven otherwise.

Regulations

  1. Non-exclusive rights to use materials from the journal Proceedings of Higher Education Institutions: Geodesy and Aerial Photography belong to the Federal State Budgetary Educational Institution of Higher Education "Moscow State University of Geodesy and Cartography" (MIIGAiK), as the journal’s founder and publisher.
  2. The copyright agreement is signed during the proofreading stage. The editorial office provides the contract form.
  3. Full or partial reproduction of materials is only permitted with a citation of the journal’s bibliographic data and the mandatory indication of the rightsholder and the authors' names. When creating new material based on articles previously published in Geodesy and Aerial Photography, or translating excerpts for citation, sources must be properly cited and included in the references list.
  4. The editorial office of Proceedings of Higher Education Institutions: Geodesy and Aerial Photography is committed to upholding the copyright of authors whose works are accepted for publication, and takes adequate measures to comply with copyright law and protect the rights of contributors.
  5. By submitting an article, the author agrees to observe copyright law, respect the rights of third parties, and guarantees that the material is original and that its publication does not violate any rights, including copyright.
  6. The editorial board may verify originality using the Antiplagiat.VUZ system and will notify the author of the results. Manuscripts must have a minimum originality score of 80%. Unattributed copied text is not permitted.
  7. Authors may transfer publication rights to the journal’s publisher only via a copyright agreement. Under this agreement, the publisher provides Open Access publication for all articles on the journal's website.
  8. In cases of plagiarism, the editorial board follows COPE (Committee on Publication Ethics) guidelines:

Conflict of Interest

1. General Provisions

1.1. Public trust in the peer review process and the credibility of published materials depend in part on how successfully conflicts of interest are managed during interactions between the author and the journal editorial team—specifically during submission, peer review, and editorial decision-making.
1.2. A conflict of interest may arise when an author (or the organization represented by the author), reviewer, or editorial board member has financial, scientific, or personal relationships that inappropriately influence their actions. Such relationships are referred to as dual commitments, competing interests, or competing loyalties.
1.3. Violations of publication ethics may also result in conflicts of interest for all parties involved in the publication process. To prevent conflicts of interest, and in accordance with the journal’s ethical standards, the following responsibilities are assigned to each party.
1.4. The editorial office undertakes not to distort the text, the author's personal data, academic degree, academic title, or other information provided by the author to the journal.
1.5. Articles and research materials for which a conflict of interest arises will not be published. If a conflict arises during the preparation of material for publication, the editorial board will take appropriate measures to resolve it.
1.6. If the author does not submit a statement regarding potential conflicts of interest, the editorial board will assume that the author acknowledges no such conflict exists.

2. Responsibilities of the Author

2.1. Guarantee that the submitted manuscript has not been provided to other media outlets and has not been published previously;
2.2. Familiarize themselves with the Instructions for Authors on the journal’s website and make any necessary revisions to the submitted manuscript;
2.3. Submit the article online via the journal's website;
2.4. Complete and sign the copyright agreement after receiving editorial approval for publication.

3. Responsibilities of the Editor

3.1. Submit the article for review by editorial board members and external reviewers;
3.2. Transfer the article to another editorial board member if a conflict of interest with the author exists for the originally assigned editor;
3.3. Request information from all parties involved in the publication process regarding any potential competing interests, especially if the review process proceeds in an unusual manner.

4. Responsibilities of the Reviewer

4.1. Notify the Editor-in-Chief of any conflict of interest (dual commitments, competing interests) and may independently decline to review the manuscript if the conflict cannot be resolved in a positive and impartial manner, particularly if it could affect the objectivity of the review.

Open Access Declaration

Open Access Policy

The editorial board of the journal adheres to the Open Access policy.

In accordance with the Budapest Open Access Initiative (BOAI), Open Access means free availability of the published materials on the Internet (hosting), permitting any user to read, download, copy, distribute, print, search, or link to the full texts of articles, use them in software or for any other lawful purpose without financial, legal, or technical barriers—other than those inseparable from Internet access itself.
Authors retain the right to ensure the integrity of their work and require proper attribution when their articles are cited or reused.

On February 14, 2022, the Budapest Open Access Initiative celebrated 20 years of successful implementation in scholarly publishing.

 

Archiving

Full texts of articles published in Izvestia Vuzov. Geodesy and Aerophotosurveying (including metadata and article components) are openly available on the following platforms:

  • The journal’s website
  • The website of the Moscow State University of Geodesy and Cartography
  • The eLIBRARY.RU platform (RSCI)
  • The Russian State Library
  • The “LAN’” Electronic Library System

Once an issue is published, the editorial office archives the full texts of the articles in various databases. Each article is also assigned a DOI (Digital Object Identifier) through Crossref.

The journal publishes materials under the Creative Commons Attribution 4.0 International License (CC BY 4.0).
This license allows anyone to read, download, copy, distribute, print, and link to the full texts of articles with proper attribution to the authors, and without any restrictions—fully complying with the Definition of Free Cultural Works.

The Attribution clause requires the following:

  • You must give appropriate credit, provide a link to the license, and indicate if changes were made.
  • You may not apply legal terms or technological measures that legally restrict others from doing anything the license permits.

 

Indexing

In accordance with the order of the Ministry of Science and Higher Education of the Russian Federation dated December 28, 2018, No. 90-r, and based on recommendations of the Higher Attestation Commission (VAK) and relevant expert councils, the journal Proceedings of Higher Education Institutions: Geodesy and Aerial Photography is included in the List of Peer-Reviewed Scientific Journals in which major scientific results of dissertations for the degrees of Candidate of Sciences and Doctor of Sciences must be published—for all six scientific specialties represented in MIIGAiK dissertation councils.

The journal is included in the full-text bibliographic database of the Scientific Electronic Library eLIBRARY and is indexed in the Russian Science Citation Index (RSCI).
