RUSSIAN REGIONS DIGITAL STRATEGIES ANALYSIS FROM THE GEOINFORMATIC VIEW POINT

Abstract:
Economics Department of Moscow State University of Geodesy and Cartography has been actively engaged in a comprehensive study of spatial development since the end of the XX century. Initially, the objects were megacities, and Moscow was considered as a practical example. A number of projects have been implemented in the transport component of the industrial economy of the metropolis. Currently, scientific research has been expanded taking into account geoinformation and geospatial components. This article is devoted to the analysis of digital strategies of the Russian Federation regions from the point of geoinformatics view. An assessment was made of the Russian regions readiness to implement digital development strategies. As of 2021, 84 regions have been studied, and as of 2022 — 82 regions of the Russian Federation. The regional strategies include 13 areas of digital transformation: healthcare, education and science, transport and logistics, urban development, public administration, social sphere, construction, ecology and environmental management, industry, staffing of the digital economy, tourism, culture, physical education and sports. Dependences of the level of digital maturity of a region/ space on the number of people were obtained; an assessment was made of the readiness of the infrastructures of the regions of the Russian Federation for the implementation of digital transformation strategy and three categories of levels of readiness of the region/space were proposed; the basic components of geoinformatics for the “readiness” of the region/space for the implementation of the central heating system have been identified.
