INVESTIGATION OF PROCEDURES FOR THE USE OF SPECIAL-PURPOSE LANDS WITH THE DEVELOPMENT OF TECHNOLOGICAL SCHEMES FOR THE INTEGRATED ACCOUNTING OF CIVIL AND MILITARY GRAVES

Abstract:
The current legal framework for the use of land for burial is characterized by a lack of uniformity in the tools and mechanisms used for the management of burial grounds; Many of the existing powers to administer such land have been transferred to entities and municipalities that do not have uniform federal standards and have to resort to case law. The article identifies the systemic inability of administrative units to independently solve legal and methodological problems in the absence of federal standards, which creates huge problems for further verification and harmonization of information about land plots and their use regimes, as well as leads to complications of monitoring them. The article develops technological schemes for the integrated accounting of lands of civil and military graves and develops sanitary and epidemiological principles for their maintenance, also offers recommendations on standardization of the methodology of identification of previously unknown civilian and military graves. The current events require the elaboration of mechanisms for the detection of military burial sites, the development of existing algorithms and schemes in the field of detection, cataloging and certification of military graves.
