Ensuring rational, multifunctional, careful and permanent use of forests in order to meet the needs of citizens in forests and forest resources is one of the principles of the Russian forest legislation. The rational use level of forest resources depends on management decisions. Such decisions are based on the data about forest resources. An important component of the information about forests is the information about the area and boundaries of forest lands. Currently, the information about many forest plots is contained in Unified State Register of Real Estate without coordinates of their borders, or there is information about borders that cross the borders of other land categories. As a result of the research, the system of measures to improve cadastral works in relation to forest lands is proposed by the authors to ensure the effective use of forest resources. The development of proposals was carried out separately at each stage of cadastral registration: collection of initial data, measurements on the ground, preparation of documents, entering information into Unified State Register of Real Estate. The proposed measures will ensure full compliance of the data in State Forest Register and Unified State Register of Real Estate. Effective management of forest fund lands can be implemented when developing a methodology for their cadastral registration. Such methodology should take into account the need to amend regulatory legal acts, the type of cadastral work, customers, financing, economic feasibility, geodetic support, accuracy requirements, the procedure for conducting and many other aspects. It leads to a great scope for further research.
